Title I
2009-2010
Title I of "No Child Left Behind" provides federal assistance to school districts to help fund high quality, challenging instructional programs for children in schools that have highest concentrations of poverty. Title I is the largest federal education program. It is intended to help ensure that all children have the opportunity to obtain a high quality education and reach proficiency on challenging state academic standards and assessments.
Sandhills Elementary is eligible to receive Title I funds for the 2009-2010. The following recommendation was made by the School-wide planning team for the 2009-2010 school year:

2009-2010 Title I Parent Involvement Policy
Recognizing that the parent is the child's first teacher, Sandhills Elementary encourages parental involvement at all levels of its operations. Parents are considered vital to the strategic and schoolwide planning process and to its successful implementation. Sandhills Elementary abides by the Title One regulations for parent involvement which include:

Involve parents in the joint development of the LEA plan and the process of school review and improvement.
- Collaborate with community stakeholders at all levels of district and school strategic planning through School Improvement Councils, Title I planning committees, PTO's, etc;
- Present Title I program/activities at board meetings;
- Schoolwide plans are also presented to parents at an annual Title I meeting each year.

Provide coordination, technical assistance, and support to schools for effective parent involvement activities to improve student academic achievement and school performance.
- Not less than 1% of the Title 1 allocation will be reserved for parent involvement activities including family literacy and parenting skills;
- Not less than 95% of the funds reserved for parental involvement shall be distributed to schools and used for activities such as parent education workshops;
- Provide training to school staff and administration to strengthen parent involvement efforts;
- Implement a school counselor program in order to provide services such as individual and group counseling; provision of resources; character education; and career education programs;
- Family literacy coordinator coordinates and conducts interactive literacy activities at Title I schools;
- Provide a safe learning environment;

Build the schools' and parents' capacity for strong parental involvement.
- Provide family literacy services;
- Volunteer programs are supported in all Title I schools;
- Parents are invited to observe in classrooms during instructional time;
- Student intervention teams (SIT) identify at-risk behavior at an early stage and begin intervention through the efforts of parents, teachers, school counselor, and student;
- Parenting workshops are offered at Title I schools which provide information on literacy, math/science, and behavioral issues;
- Community, faith based organizations, and school counselors collaborate to coordinate a "Back to School" blitz.

Coordinate and integrate parental involvement under this program with parent involvement strategies under other programs, such as Head Start, Reading First, Even Start, etc.
- Family literacy coordinator provides information to parents concerning family literacy programs at the Title I schools;
- Family Literacy On-Line Information System (FLOIS) is utilized to keep track of parenting, interactive literacy, early childhood education, and adult education.
- Continue I CARE program to keep track of parental and community involvement and use data to recognize parental involvement and to further plan effective parenting activities.

Conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of the parent involvement policy that will determine the effectiveness of the present policy and any barriers to participation in the parenting activities.
- Solicit comments from parents regarding parent involvement policy through an annual survey;
- Provide final parent involvement policy to parents;
- Seek input from District Title I Planning committee on the parent involvement policy.

Use such finding from the evaluation to design strategies for school improvement and revise, if necessary, the LEA and school parental involvement policies.
- Schoolwide planning teams review the schoolwide plans and provide input into revisions, additions, and deletions for activities and budget;
- Findings from the school's annual needs assessment will be utilized to revise the policy;

Involve parents in the activities of schools served under Title I, Part A.
- Schedule parent-teacher conferences at a variety of times to accommodate parents' schedules;
- Provide free childcare for parenting workshops;
- Encourage two-way communication between home and school through newsletters, e-mail, phone calls, parent conferences, etc.
